Organizations often want to send a copy of a message/bulk email to a handful of individuals who are not part of a particular mailing list. In order to facilitate this, when a message is scheduled to send, the sender has the ability to add a comma-separated list of up to 10 email addresses that will receive the confirmation that the message has been sent.

This is meant to replace the BCC option in eNotify. However, this feature sends a notification that the message was successfully sent, rather than a classic BCC that only sends a copy of the message. The full content of the message is still included in the send notification.
